His work bridges policy, markets, and institutions, advancing resilient energy systems that support economic growth, regional cooperation, and long term sustainability. A trusted voice in global energy dialogue, he is known for combining intellectual authority with executive judgement, mobilising partnerships and resources that enable high impact institutional and market development.
As Chief Executive Officer of the Regional Association of Energy Regulators for Eastern and Southern Africa (RAERESA), Professor Mabea provides visionary leadership to a multilateral platform at the forefront of Africa’s energy transition. He directs initiatives that advance regional integration, enable efficient cross border energy trade, and promote the development of interconnected power systems capable of supporting expanding economies. His leadership has accelerated the harmonisation of regulatory and policy frameworks among member states, fostering stability, transparency, and investor confidence across increasingly integrated markets. Operating at the intersection of regulation, public policy, international relations, and diplomacy, he engages ministers, regulatory leaders, development finance institutions, and global partners to align national priorities with regional ambitions.
Professor Mabea is also recognised for his strategic fundraising capabilities, successfully catalysing financial and technical support from multilateral institutions, development partners, and international collaborators to strengthen regulatory capacity and advance transformative regional initiatives. Through this engagement, he has positioned energy cooperation as a strategic instrument for energy security, economic resilience, and shared prosperity across the continent.
He previously operationalised and led the Energy Regulators Association of East Africa as Executive Secretary and Chief Executive Officer, guiding the institution into a central force for regional coordination. He directed the establishment of the East African Energy Union, introduced the Petroleum Regulatory Index as a benchmark for regulatory performance, and oversaw the development of advanced instruments that strengthened evidence-based decision making across the region. His leadership contributed materially to the emergence of more coherent and credible regulatory environments.
As Founder and Director of the Energy Regulation Centre of Excellence, he established one of Africa’s leading platforms for executive training, applied research, and institutional capacity development in energy regulation. He also founded the African Journal for Energy Markets, reinforcing thought leadership and supporting informed policy dialogue in a rapidly evolving global energy landscape. He is the author of the Handbook on Energy Economics and Policy, a significant contribution that informs both scholarship and practice within the sector.
Earlier in his career, Professor Mabea advised governments, utilities, and international organisations on national energy strategy, large scale infrastructure development, petroleum and electricity regulation, transmission investment, and sector reform. His professional experience includes engagements with PwC and national energy institutions, where he contributed to complex programmes that shaped the trajectory of energy development.
He holds a PhD in Energy Economics and Policy from the University of Dundee and a Master of Science from the University of Surrey, alongside further qualifications in finance, governance, and engineering. While continuing to support leadership development and strategic advisory initiatives within the sector, he remains committed to advancing sound policy, strong institutions, and integrated energy markets across Africa.
Professor Mabea is regarded as a strategic statesman in the energy domain whose leadership continues to elevate regulatory cooperation, deepen regional integration, mobilise international partnerships, and support the creation of future ready energy systems for the continent.
