Project on Enhancement of a sustainable regional energy market in the Eastern and Southern Africa and Indian Ocean region (ESREM)
RAERESA (in conjunction with the Regional Energy Regulatory Association of Southern Africa, RERA) implemented the (EDF11) financed ESREM project.
The beneficiaries of the Project include all the Regional Economic Communities (RECs) in Eastern Africa, Southern Africa and Indian Ocean region including their energy regulatory associations and power pools.
Under this support spanned a period of 48 Months, commencing on 31st May 2017, a total of Euro 7 million has been allocated to assist the EA-SA-IO region achieve the intended results.
Deliverables of the of the Project on Enhancement of a Sustainable Regional energy Market (ESREM) in Eastern Africa-Southern Africa-Indian Ocean (EA-SA-IO Region are summarized in the table, which is shown below across the three results areas, namely, regional harmonization of energy regulatory framework; renewable energy and energy efficiency; and capacity building.

Project on Regional Harmonization of Regulatory Frameworks and Tools for Improved Electricity Regulation in COMESA
The Common Market for Eastern and Southern Africa (COMESA) has received a Grant of US$ 1.5 million, from the African Development Fund to finance the Regional Harmonization of Regulatory Frameworks and Tools for Improved Electricity Regulation in COMESA.
The Regional Harmonization of Regulatory Frameworks and Tools for Improved Electricity Regulation in COMESA (the “Project”) is a regional initiative designed to enhance the sustainability of the electricity sector of the region through effective, uniform, transparent and enforceable regulatory frameworks that set out clear principles, rules, processes and standards for the COMESA region.
The objective of the project is to harmonize and align regulatory frameworks to facilitate electricity exchanges among COMESA member countries. A combination of studies, capacity building and development of tools will be undertaken to realise these main objectives.
COMESA will be the Executing Agency of the Project and that the Regional Association of Energy Regulators for Eastern and Southern Africa (RAERESA) of COMESA will be Implementing Agency of the Project and will be assisted by the Energy Regulators Association of East Africa (EREA).
