RAERESA was officially launched on 16 March 2009 and came officially into existence with the signing of its Constitution by seven national energy regulators from COMESA Member States, namely:
- Egypt
- Ethiopia
- Kenya
- Madagascar
- Malawi
- Rwanda and
- Sudan
Currently, as at April 2022, RAERESA has 14 Full Members and 5 Associate Members.

- Authority of Regulation of Water and Energy Sectors (AREEN) of the Republic of Burundi;
- Regulatory Authority of Electricity Sector (l’Autorité de Regulation du secteur de l’électricité) (ARE) of the Democratic Republic of Congo (DRC);
- Electric Utility and Consumer Protection Regulatory Agency of the Arab Republic of Egypt;
- Energy Regulatory Authority of the Federal Democratic Republic of Ethiopia;
- Energy and Petroleum Regulatory Authority of the Republic of Kenya;
- Electricity Regulation Office of the Republic of Madagascar;
- Malawi Energy Regulatory Authority of the Republic of Malawi;
- The Utility Regulatory Authority of the Republic of Mauritius;
- Rwanda Utilities Regulatory Authority of the Republic of Rwanda;
